we need to know the tree's age , but we can't see the tree's growth ring, because municipality prohibit the people cutting trees .

You don't have to cut it down, is there a way to take like a sample by cutting a small piece out?

actually you may be on to something there mith. There is a technique known as 'boring' (i think) that involves making a hole in the tree.
