no, they are not the same thing. genetic recombination includes crossing-over, but also other things like the random distribution of chromosomes in daughter cells.

Crossing over results in genetic recombination.
Genetic recombination is not generated only from crossing over. If crossing over is a truck, then genetic recombination is a car. Truck is a kind of car, however cars are not always trucks ![]()
