There are repressible and inducible systems.

In an inducible system, repressor is normally bound to the gene or operon (=> no expression) until effector molecule binds it causing the release from the gene/operon leading to gene activation (=> expression)

In an repressible system, repressor is normally NOT bound to the gene or operon (=>expression) until effector molecule binds it causing to bind gene/operon leading to gene repression (=> no expression)
