Does the brain-efficiency of a human being of all whose previous generations(of his family or race) have been under severe racist oppression differ from that of another human whose past five(or more) generations have been well-educated? :?:

I don't think there's a definitive answer but supposedly Ashkenazi Jews are some of the smartest people in the world(check Nobel prizes).

This sounds pretty Lamarkian. You don't inherit your parent's education in your DNA, and intelligence across entire social groupings is not always an advantageous trait.
